CDL training for veterans: GI Bill-approved schools and the military CDL waiver

This page is for veterans, service members, Guard and Reserve members, and family members using VA education benefits. It explains how the GI Bill can pay for truck-driving school, when military driving experience can replace the CDL skills test, and which GI Bill-approved schools we have checked against FMCSA's Training Provider Registry. Every rule here links to the official VA, FMCSA or federal-regulation page it comes from.

How the GI Bill pays for CDL training

VA lets you use GI Bill benefits for non-college degree programs, and names truck driving as one example. VA says this applies to veterans, service members, Guard and Reserve members, and qualified dependents (VA: non-college degree programs).

• Post-9/11 GI Bill (Chapter 33). VA bases your monthly payment on the clock hours you're scheduled to attend each week, your eligibility tier (how long you served on active duty), where the classes are, your enrollment dates, and your active-duty status.
• Montgomery GI Bill Active Duty (Chapter 30), Montgomery GI Bill Selected Reserve (Chapter 1606) and Survivors' and Dependents' Educational Assistance (DEA, Chapter 35). VA pays a set monthly rate based on clock hours per week. When more than half of the training is hands-on (as in most truck-driving programs), 22 or more hours a week is full time. When more than half is classroom, 18 or more hours is full time.
• The program has to be approved. Look up the school and program in VA's GI Bill Comparison Tool. VA says each new location of a CDL school must be approved by the State Approving Agency before it can enroll GI Bill students. Since a 2026 change under the Dole Act, a new CDL location can skip the two-year minimum operating period if it uses the same curriculum as an approved location in the same state, or has run for at least a year with the same curriculum as an approved location in another state (VA News, May 6, 2026). Approval is per location, so check the exact campus.
• On-the-job training and apprenticeships. If an employer has a VA-approved training program, the GI Bill can pay a monthly amount while you train on the job (plus books and supplies under Post-9/11). VA says this is not available to active-duty service members or to spouses of active-duty members using transferred benefits (VA: on-the-job training and apprenticeships).
• Test fees. Under Chapters 33, 30, 1606 or 35, VA can pay you back for an approved licensing or certification test (up to $2,000 per test), charged against your entitlement. Only tests VA has approved qualify, so search for your state's CDL test in VA's licensing and certification search before counting on it (VA: licensing and certification tests).

The military skills-test waiver (49 CFR 383.77)

If you drove trucks or buses in the military, your state may let your military driving record stand in for the CDL driving skills test. FMCSA says every state offers this waiver, that each state runs its own version, and that military drivers must apply within one year of leaving a military position that required operating a commercial vehicle. Apply through your state's CDL office (FMCSA: Military Skills Test Waiver Program).

Under the current text of 49 CFR 383.77(b), you must be currently licensed when you apply, and you must provide evidence and certify that you:

• are regularly employed, or were regularly employed within the last year, in a military position that requires operating a commercial motor vehicle;
• were exempt from CDL requirements as a military driver under 49 CFR 383.3(c); and
• operated a vehicle representative of the type you operate or expect to operate for at least the 2 years immediately before separation from the military.

You must also certify that during the 2 years before you apply you have not: held more than one civilian license at the same time (a military license doesn't count); had a license suspended, revoked or cancelled; been convicted of a CDL disqualifying offense in any type of motor vehicle; had more than one conviction for a serious traffic violation; or been convicted of a traffic-law violation connected with a crash, or been at fault in a crash.

Knowledge test and endorsements. The same section lets states also waive the CDL knowledge test for people who, during the year before applying, held one of these jobs: Army 88M Motor Transport Operator, 14T PATRIOT Launching Station Operator or 92F Fueler; Air Force 2T1 Vehicle Operator, 2F0 Fueler or 3E2 Pavement and Construction Equipment Operator; Marine Corps 3531 Motor Vehicle Operator; or Navy Equipment Operator. States may also waive tests for the passenger (P), tank (N) and hazmat (H) endorsements if your military job in the past year involved that kind of driving (the state's other hazmat endorsement requirements still apply). Each of these waivers is up to the state.

Do you need entry-level driver training (ELDT)?

Since February 7, 2022, most first-time Class A or B CDL applicants must complete entry-level driver training with a provider on FMCSA's Training Provider Registry. The ELDT rule lists exceptions, and one of them is military personnel with military CMV experience who meet all the requirements and conditions of 49 CFR 383.77 (49 CFR 380.603(a)(3)). If you don't qualify for the waiver, for example because more than a year has passed, plan on ELDT with a registered provider. Ask your state CDL office which path applies to you.

Other VA programs

• Veteran Readiness and Employment (VR&E, Chapter 31). For service members and veterans with a service-connected disability that limits or prevents work. It can help with employment options and education or training needs (VA: VR&E). Talk to a VR&E counselor about whether CDL training fits your plan.
• VET TEC 2.0 does not cover CDL training. VA lists it for computer programming, software, data processing, information sciences and media applications (VA: VET TEC 2.0).

We only include programs we could confirm on an official page. State-run veteran CDL programs are not listed here yet.

GI Bill-approved CDL schools on our registry, by state

These are FMCSA Training Provider Registry locations where we could tie a GI Bill-approved, non-college-degree truck-driving program in VA's Comparison Tool to that exact location. A match was accepted automatically only when the state, city or ZIP, and name all agreed and nothing conflicted with the street address. Every other possible match was reviewed by hand, and we added a badge only when the name and address clearly matched. A school missing here may still be approved. Questions to ask a school as a veteran

• Is this location listed in VA's GI Bill Comparison Tool, and what is the program called there? Approval is per location.
• Is this location Active on FMCSA's Training Provider Registry? GI Bill approval and FMCSA registration are separate. Check it here.
• Who at the school handles VA enrollment certification, and how long does it usually take?
• How many clock hours per week is the program, and is more than half of it hands-on? VA uses both to set your payment.
• What is the full cost in writing, and what's not included (permit, DOT medical exam, skills-test fees, retests, endorsements)?
• If I qualify for the military skills-test waiver, do I need the whole program, or can I take only what I'm missing?
• Does VA show any caution flags for the school in the Comparison Tool?
• If the training is tied to a carrier job, do I owe money if I leave early? Get the terms in writing.
• What's the refund policy if I have to withdraw, for example because of a medical issue or orders?
